If they get close to you in the middle of a conversation, it's good to stay close. If that is acceptable, continue the conversation at that distance.
If you're talking to someone and they appear to be moving backward, you may be able to see if you're too close to someone. If they appear to be moving far from you, do not move to get closer to them. It will stop when you reach a comfortable distance. Once they turned around and walked away, it was of course time to let someone else talk.
It is very important to keep these things in mind in order to make your efforts to build relationships with others more effective. Remember that it doesn't matter what you say to the other person, even if you're not in the conversation. Good perimeter compliance gives you the advantages you need to get your network up and running.
